Preheat the oven to 425F. Place the sardines in a large roasting pan. If they won╒t all fit into 1 pan in 1 layer, use 2 roasting pans. Mix together the olive oil, water, 2 tbsp fresh lemon juice, and the fennel seed. Pour the olive oil mixture over the sardines. Sprinkle with salt and pepper. Roast in the oven for 15 minutes, basting every 5 minutes. Serve with the lemon wedges.
